I'm not sure if anyone wants to re-re-re-remake the Quel'Athillien maps (again), but I found a great tool that's not only free, but fairly easy to use and browser based.

It's still in beta, but it's a fully functional map-making program that even lets you add annotations with information about specific objects on the map.
